Skara Brae Charter
Proposed June 2012 revision (For Neptune’s input)

Mission statement:
Skara Brae has served as the city center for Spirituality, and as such its continuing purpose shall be the devotion of Spiritual pursuits which maintain the integrity of the Virtue system set forth by Lord British. Spiritual pursuits which are encompassing and respectful of all the Virtues [Honor, Valor, Sacrifice, Justice, Honesty, Compassion and Humility] shall be welcomed regardless of creed, rank or ancestry. Skara Brae’s secondary function is as a home center for Rangers, a noble {trade/profession/calling} of men and women who have honed their skills in archery. Traditionally the Ranger has served in defense of the City and the Realm.

Article I. Amendments: The governing body established later in this document may amend this document by either making additions to the text or by changing the text itself. Additions or changes to the original text may be made by the voting process prescribed later in this text. In addition, a simple majority vote of the High Council prior to the establishment of the city government may be made for changes to the text to suit the future government's needs.

Restrictions: To Article I: ('amendments') and the above ('Mission Statement') may not be amended in any way, shape or form.

Article II. Branches of Government

There shall be three branches of the singular government in the city; they shall consist of the Royal Governor, appointed by the King, High Council or Ruling Council or by his subjects claiming citizenship in Skara Brae; The House of Common, and the Grand Justice of the city appointed by the Royal Governor.

Article III. The Royal Governor
The Royal Governor is appointed by the King or High Council on his behalf from a selection of applications from the public. The Governor shall assume the title of Earl of Skara Brae upon appointment. Henceforth this office shall simply be referred to in this document as The Earl.

The Earl's duties shall include:

A. Acting as the figure head of the city.
B. Calling upon The House of Commons and Grand Justice to meet no less than once a month.
C. Presiding over said meetings.
D. Maintaining order and restraint in all public events of the city including The House of Commons meetings.
D. Appointing the Grand Justice.
F. IN the event of a tie during a vote the Earl shall cast the deciding vote.
G. Calling for vote of The House of Commons when necessary.
H. Appointing an Adjutant to act on his or her behalf in the event of absence.

Article IV. The House of Commons

The House of Commons represents the interest of the city, a smaller appointed Council of the Realm within and chosen from the House of Commons shall represent the realm, combined they shall govern avoiding conflict with either entities laws.

The House of Commons shall be selected from lists of any and all who have registered with the Grand Justice of the city as citizens of that town, meet the age of Majority (14), and are lawful in nature.

The House of Commons and The Council of the Realm shall consist of members appointed by the Earl.
The House of Commons shall consist of:

A. The Ambassador of Spirituality (Holding the speaking seat on the High Council and will be a part of The Council of the Realm).
B. The Minister of The House (The Earl or his adjutant who presides over the meetings of The House of Commons).
C. The Sage of Skara Brae (Historian, Lore keeper or Keeper of the Truth).

The shall have the following duties:
The Ambassador of Spirituality shall represent the interests of the city's traditions and promote its perusal of Spirituality while seated as Councilor of Skara Brae on the High Council.

The Minister of The House shall preside over The House of Commons directly or through his/her adjutant and maintain contact with the representatives of The House of Commons and The Council of the Realm. (As well as duties described for the Earl)

The Sage of Skara Brae shall record the history of Skara Brae’s commerce, trade, culture and community relations.

The Council of the Realm shall consist of members chosen from The House of Commons. This Council shall maintain contact with the High Council and whatever ruling body governs Britannia. The Ambassador of Spirituality shall hold a seat within this Council, as shall the Grand Justice and The Sage of Skara Brae as well as one other member who shall solely be selected for their desire and knowledge of the governing of the realm.
The Ambassador of Spirituality shall be tasked with maintaining the proper virtuous spiritual guidance and balance between Britannia and Skara Brae.
The Grand Justice shall be charged with maintain a legal balance between the laws of Britannia and Skara Brae.
The Sage of Skara Brae shall be charged with providing information relevant from Skara Brae’s past and present in order to advise this bodies functioning with the governing body of Britannia.
The final Councilor of the Realm shall be charged with attending events within Britannia, monitoring the ruling body and laws and/or changes in policy that are set forth in Britannia.
Each member of The House of Commons shall be able to appoint one adjutant as they see fit in keeping with the requirements of office.

Article V. The Grand Justice of Skara Brae

The Grand Justice shall preside over any and all court hearings or trials within the city.

He or she may appoint up to three assistant judges who may act on the Justice's behalf in the event of numerous trials and/or extended absence.

He or she also has the following duties:

A. He or she will maintain the city's citizen register.
B. If deemed necessary the Justice shall organize and maintain a local militia.
C. The Grand Justice shall sit on The Council of the Realm as part of The House of Commons.

Article VI. Voting

In the event that the Earl calls for a vote of The House of Commons the process shall be administered in the following manner:

A. The Earl calls for the vote.
B. The House of Commons cast their vote:
1. Raising a lit torch or placing upon their person a red sash shall represent a vote in favor of what needs to be decided.(Yea)
2. Raising an unlit torch or placing upon their person a blue sash shall represent a vote in opposition of what needs to be decided. (Nay)
3. In the event of a vote requiring a more complex answer than a simple Yea or Nay the Earl may call on the House of Commons members’ one at a time to hear their votes (roll call vote).
4. In the event that the numbers in the House of Commons is less than that of ten people, a simple "yea" or "nay" response may be acceptable.

C. A simple majority vote of the house shall be sufficient to render the House in favor or opposition as a whole.

D. In the event of a tie or ties the Earl shall cast the deciding vote.

E. The Earl may veto a decision but the veto can be overruled by a two-thirds majority vote from The House of Commons.

F. No vote can take place without at least three members of The House being present.

Article VII. Impeachment

Any member from any branch of government may call for an impeachment of another member of any branch of government, provided duties of office are not being fulfilled, a conflict of interest has arisen(due to service to another municipality or sovereign), apparent corruption, insanity, dimwittedness or other impairment of functioning exist which is NOT in keeping with the best interests of the people of Skara Brae, and/or violation of the law(Laws of Skara Brae taking precedence over Britannian).

The process as follows:

A. A member of the house, the Earl or the Justice may call for the impeachment and removal from office of another member of the Government.

B. A vote will be called for by the Earl (Unless it is the Earl under call for impeachment in which case the Grand Justice shall call for the vote).

C. The voting shall take place as if it were a law being passed and therefore described in Section VII EXCEPTING:
1. The Earl may NOT veto the decision.
