Log of the High Council Meeting on 4/30/18

Post by Lord DaKaren » Mon Jun 18, 2018 5:20 pm

Log of the 522nd Session of the High Council of Britannia.

DaKaren: Welcome to the 522nd session of the High Council of Britannia.
DaKaren: The city of Minoc is soon set to play host to the Inventors' Exhibition.
DaKaren: From what I have heard, it sounds like a worthy endeavor for the scientifically and mechanically inclined to educate their fellow Sosarians.
DaKaren: It also sounds like a logistical and security nightmare...
DaKaren: There have already been several mishaps, acts of sabotage and outright attacks. *frowns*
DaKaren: I hope the exhibition is not unduly endangering the city and its citizens.
DaKaren: The grand prize for the best invention is a large mass of extrasosarian origin. *frowns again* It is an alloy of caddellite and blackrock.
DaKaren: *rubs the bridge of his nose and sighs* To be perfectly honest, this sounds like an excruciatingly terrible idea and an unnecessary catalyst for mayhem.
DaKaren: Governor Knighthawke has my deepest sympathies.
DaKaren: Grand Marshal Hla'ate, would you address the Council on military matters in the Kingdom?
Malag aste: I can not in present company give many details to the council until a certain matter is resolved.
Rhyldrin Viaxus: *leans forward, listening*
Xull'Rae Viaxus: *sighs softly*
C'rinzik Viaxus: *scoffs*
Kal'iksix Viaxus: *rolls her eyes*
DaKaren: *arches a brow*
Malag aste: And until such time as the matter is resolved I feel it unwise to report matters of Security.
Velturus Viaxus: *Smiles Pleasantly*
DaKaren: *sigh wearily*
Malag aste: Though I do agree that Governor Knighthawke deserves our deepest sympathy regarding the mess now in her City.
Jennifer-Marie: *tilts her head slightly and arches a brow, her eyes drifting towards the northeastern corner*
Malag aste: As she also deserves our assistance in keeping that mess under control.
Malag aste: I have nothing further.
DaKaren: Thank you, Grand Marshal.
DaKaren: Councilor Kivlov, does the Township of Newcastle have anything to bring before the Council this eve?
Guntur Kivlov: *clears his throat*
Guntur Kivlov: Newcastle has no news of interest to report... though I fear the vines creep closer every month..
Guntur Kivlov: I am happy to say that with nothing to report, we have no ills. all is well...
Guntur Kivlov: *trails off, then shakes his head*
Guntur Kivlov: Ahem, yes. Thank you, Chancellor.
DaKaren: *nods slowly*
DaKaren: Thank you, Councilor.
DaKaren: Councilor Knighthawke, does the city of Minoc have anything to bring before the Council this eve?
Tanda: Thank you Chancellor
Tanda: Minoc has had me feeling rather stuck
Tanda: I know I've been scarce of late in the public eye
Tanda: To be brutally honest I am heartily disappointed in the Mining Company in Minoc
Tanda: for not coming to us to figure a way to shore up the mines, and put our citizen back to work
Tanda: in a safe manner
Tanda: and these so called natural protectors
Tanda: are far from benevolent
Tanda: toward our natural world or respectful
Tanda: of the working of that world
Tanda: I have been scrying and praying for the Goddess to protect
Tanda: us from these mechanical nightmares and that chunk of meteor
Tanda: which fills me with dread
Tanda: some are so short sighted to the risks at hand
Tanda: We shall see if my spiritual retreat helps
Tanda: Unless John has something else to add
Tanda: That's all I have to report
John: Nothing save that I perform regular patrols and the city was fine as of an hour ago....And that, as I noted to Huoli's face,
John: I show more respect to my sword than he does to the nature he claims to fight for, but fights with instead. That is all Chancellor.
DaKaren: *nods* Thank you, Councilor...Adjutant.
DaKaren: Councilor Warner, does the City of Britain have anything to bring before the Council this eve?
Dot Warner: Aye, thank you.
Dot Warner: Britain continues to fare well, and the citizens are enjoying their new commons...mostly.
Dot Warner: I've received a few complaints regarding the new "Vault" building.
Dot Warner: Many were unaware of how...monolithic...the design was and say it's a blight on the city center.
Dot Warner: The fact that the interior is quite stark, or that services have yet to be offered, isn't helping public opinion.
Dot Warner: *sighs*
Dot Warner: Investigators continue to follow leads regarding the whereabouts of the "Dark Unborn," but I'm still not prepared to divulge those findings.
Dot Warner: That's all I have for this session. Thank you.
Kal'iksix Viaxus: *arches a brow*
DaKaren: Thank you, Councilor.
DaKaren: Adjutant Thorne, does the city of Yew have anything to bring before the Council this eve?
Ariel Thorne: *meekly*
Ariel Thorne: Th the city of Yew f f fairs quite well after the incident with last years wine...
Ariel Thorne: Fortunately, that has been re resolved...
Ariel Thorne: and I move for m..more s..Security at the Council hall...
Ariel Thorne: That is all.
Ariel Thorne: Th thank you Chan Chancellor DaKaren.
DaKaren: Thank you, Adjutant.
Vliz'sav Viaxus: *Raises eyebrows*
C'rinzik Viaxus: *arches brow*
Michael Heart: *Pushes Past, Rudely*
DaKaren: Councilor Farrah, does the City of Skara Brae have anything to bring before the Council this eve?
Farrah: I do not, sorry for being late...*nods*
DaKaren: *nods*
DaKaren: Very well.
DaKaren: Thank you, Councilor.
DaKaren: Councilor Jennifer-Marie, does the city of Trinsic have anything to bring before the Council this eve?
Jennifer-Marie: *glances at Governor Farrah and Treybyre from the corner of her eyes and then glances towards the northeast corner again*
Jennifer-Marie: The Paladins are on edge and have increased their training of late.
Jennifer-Marie: They have submitted requisitions for increased recruits, but there seem to be a lack of willing or able citizens.
Jennifer-Marie: I am doing what I can, but my resources are stretched slightly thin, given that I am still offering aid to Jhelom since the pirate attack.
Rhyldrin Viaxus: *coughs and looks around the room at the mention of Jhelom*
Jennifer-Marie: *clears her throat softly*
C'rinzik Viaxus: *looks at empty seat*
Jennifer-Marie: I, personally, have spent many late nights doing research on some old laws since there seems to be such a focus on certain ... peoples and actions of decades past.
Jennifer-Marie: Statutes of Limitations and such ...
Kal'iksix Viaxus: *arches a brow*
Jennifer-Marie: As Governor of the city of Honor, I feel it is my duty to ensure no one is ever ... unfairly pursued.
Jennifer-Marie: Or framed.
Xull'Rae Viaxus: *smiles slightly*
Jennifer-Marie: *raises her left eyebrow and glances again towards the northeast*
C'rinzik Viaxus: *smiles*
Jennifer-Marie: That is all for now, Chancellor.
DaKaren: *nods*
DaKaren: Thank you, Councilor.
DaKaren: Councilor Goldie, does the city of New Magincia have anything to bring before the Council this eve?
Goldie: Thank you Chancellor
Goldie: I have been busy keeping an eye on the current situation in Minoc. Mostly things have been quite
Goldie: in New Magincia for the time being.
Goldie: I am interested in opening communications for an island alliance.
Goldie: Still saddened with the past unprovoked attack that occurred in Moonglow.
Goldie: That is all I have to report
DaKaren: Thank you, Councilor.
DaKaren: Minister Todie, do you have anything to bring before the Council this eve?
Earlhad Todie: Thank you Chancellor and fellow counselors
Earlhad Todie: I look forward to learning more about this Island Alliance that is in the works.
Earlhad Todie: I am also looking forward to seeing the results of the vote tonight.
Earlhad Todie: That is all for now.
DaKaren: Thank you, Minister.
DaKaren: Chief Justicar Blazefire, does the High Court have anything to bring before the Council this eve?
Nevahs Blazefire: At the request of the Grand Marshall, I have issued a Warrant for the arrest of Ezra Scarlet, the self-proclaimed pirate.
Velturus Viaxus: *Jumps Suddenly*
Velturus Viaxus: Ilharess
Nevahs Blazefire: *blinks and looks over at the gaggle of drow*'
Xull'Rae Viaxus: *arches a brow, glancing at Velturus*
Nevahs Blazefire: That is all, Chancellor.
DaKaren: Thank you, Chief Justicar.
DaKaren: Several weeks ago, an amendment to Article XXI, Section D was proposed by Lord Knighthawke.
Velturus Viaxus: See to her.
Rhyldrin Viaxus: *looks around the room expectantly*
John: * coughs*
John: Chancellor: Remember I was the drafter, not the proposer.
DaKaren: Mmm.
Vliz'sav Viaxus: *Perks up*
DaKaren: Public debate, what little there was, has been open since that time.
Farrah: *rolls eyes*
Xull'Rae Viaxus: *frowns slightly*
DaKaren: At this time, I would like the Council to vote on whether to adopt the amendment.
Jennifer-Marie: *narrows her eyes*
Jennifer-Marie: *raises her hand*
Jennifer-Marie: Chancellor?
DaKaren: Any last questions before we do?
DaKaren: Aye?
Farrah: I’m sorry what’s the amendment...
Rhyldrin Viaxus: *raises his hand while coughing politely*
Jennifer-Marie: *nods towards Farrah* Yes, please review the amendment.
DaKaren: It clarifies how one becomes an Enemy of State, and how it is removed.
DaKaren: It further states that all Enemies of State must be reconfirmed if a new constitution should be ratified
Farrah: Do we have a process set in motion for reconfirmation?
DaKaren: Voting.
Farrah: Of course.
Farrah: Please. Continue with the voting.
Rhyldrin Viaxus: excuse me!
Farrah: That's all I needed to know
Rhyldrin Viaxus: *stands suddenly*
Rhyldrin Viaxus: Excuse me!
DaKaren: Aye?
Rhyldrin Viaxus: *looks around the room*
Rhyldrin Viaxus: we all know what this amendment is about
C'rinzik Viaxus: *shifts slightly*
DaKaren: And that is....
Rhyldrin Viaxus: but are you really proposing to condemn citizens of Jhelom as Enemies of the state without first consulting with its governor?
Nevahs Blazefire: *looks...puzzled.*
Rhyldrin Viaxus: *looks between both sides of the room*
DaKaren: I believe you are...confused.
Rhyldrin Viaxus: as a concerned citizen of Jhelom, I must say our governor will not be pleased
Jennifer-Marie: *stares out the window, the corner of her mouth twitching*
Rhyldrin Viaxus: *shakes his head*
Rhyldrin Viaxus: please continue on this course, but be aware the Governor of Jhelom will be hearing about this
Rhyldrin Viaxus: *nods*
Rhyldrin Viaxus: i . . .
DaKaren: *tilts head*
Rhyldrin Viaxus: *looks around the room again*
Tanda: *raises hand*
Rhyldrin Viaxus: I apologize for my outburst, please continue
DaKaren: Jhelom has nothing to do with this amendment.
Rhyldrin Viaxus: *looks back and forth again*
Rhyldrin Viaxus: we all know what happens of your amendment passes
Xull'Rae Viaxus: *nods*
Guntur Kivlov: When you speak to He or She... remind them that there is a seat at the council for them.
Rhyldrin Viaxus: and how many citizens of Jhelom are you condemning with this?
Rhyldrin Viaxus: *nods*
DaKaren: Again, you are...confused.
Rhyldrin Viaxus: Indeed I will
DaKaren: Have you bothered to read the amendment?
Jennifer-Marie: *looks back and clears her throat* I am not sure what the Governor of Jhelom feels, as he has been missing from this table for quite some time.
Rhyldrin Viaxus: quite my point, but we all know who thou art targeting with this amendment
Rhyldrin Viaxus: the guard captain has made that quite clear
Vliz'sav Viaxus: *Nods*
DaKaren: Guard...captain?
Xull'Rae Viaxus: *smiles*
Rhyldrin Viaxus: *pokes at the drow sitting next to him*
DaKaren: The Grand Marshal?
Rhyldrin Viaxus: this one
Rhyldrin Viaxus: Aye whatever your words for it are
C'rinzik Viaxus: *chuckles*
Rhyldrin Viaxus: the outcast has made it quite clear what this amendment is all about
DaKaren: Again, I must ask if you have bothered to read the amendment?
Rhyldrin Viaxus: and without proper representation, I say this is quite unlawful!
Rhyldrin Viaxus: *nods*
Malag aste: *glares slightly*
Rhyldrin Viaxus: we all have
Tanda: *raises hand*
Rhyldrin Viaxus: *shakes his head*
Rhyldrin Viaxus: I Have said my piece, do your will. . .
Tanda: With all due respect good Sir
Rhyldrin Viaxus: *nods*
DaKaren: *arches a brow*
Tanda: This is an attempt by this body to clarify how we as a Governing body
Tanda: address the issue of Enemies of the State
Tanda: so the policy is more reflective of current
Tanda: times and has a means by which to end that status
Tanda: which didn't exist without a declaration of peace
DaKaren: *nods towards Tanda*
Tanda: before to my understanding
Rhyldrin Viaxus: *nods slowly*
Tanda: and as elected representatives
Tanda: as was your Governor
Tanda: we've had nearly three years
Vliz'sav Viaxus: *Scoffs*
Tanda: of this languishing
Tanda: in written form
Tanda: with no action
Rhyldrin Viaxus: *listens quietly*
Tanda: we cannot wait for a Governor
Tanda: who obviously doesn't care to represent his city
Tanda: sadly
Rhyldrin Viaxus: perhaps I have spoken out of turn and without cause. . . but tis quiet my point
Rhyldrin Viaxus: without that representation I feel it unjust for many of Britannia’s citizens
Tanda: We cannot vote him out of office
Rhyldrin Viaxus: *nods*
Tanda: nor remove him
Rhyldrin Viaxus: who shall speak for him then?
Malag aste: Only the King has that power.
Farrah: It's my understanding that no one can.
Rhyldrin Viaxus: *nods*
Farrah: He left no one behind to speak for him
Rhyldrin Viaxus: perhaps I have spoken out of turn then
Tanda: There are citizens in Jhelom who are not Enemies of the State, nor were
DaKaren: He would need to appoint an adjutant in his stead.
Tanda: we have to look after them as well
Farrah: Citizens cannot vote on this issue...
Rhyldrin Viaxus: please this is all I ask, as I know how we are viewed in your eyes. . .
Rhyldrin Viaxus: please do your will, as citizens we will stand by you, and may LLoth bless you with the wisdom to do right
Rhyldrin Viaxus: I apologize again my lords
Rhyldrin Viaxus: *makes his way back to his seat, head bowed*
DaKaren: Any other questions?
Farrah: Can we vote without Carpe or not?
DaKaren: We can.
Tanda: As long as we have a quorum
Farrah: Can we please just vote already then
DaKaren: Which we do.
DaKaren: Very well...
Tanda: Ooh a call for a vote
DaKaren: Councilor Kivlov, how does Newcastle Township vote on the amendment to Article XXI, Section D of the Seventh Royal Constitution of the Kingdom of Britannia?
Guntur Kivlov: I vote AYE. *nods*
DaKaren: Councilor Knighthawke, how does the city of Minoc vote on the amendment to Article XXI, Section D of the Seventh Royal Constitution of the Kingdom of Britannia?
Tanda: Minoc votes Aye
DaKaren: Councilor Warner, how does the city of Britain vote on the amendment to Article XXI, Section D of the Seventh Royal Constitution of the Kingdom of Britannia?

Jennifer-Marie: *nods slowly* Trinsic votes Aye.
DaKaren: The vote is unanimous, the amendment to Article XXI, Section D of the Seventh Royal Constitution of the Kingdom of Britannia passes.
Rhyldrin Viaxus: *looks around nervously*
Nevahs Blazefire: *nods silently and makes a note in a book*
Tanda: *raises hand*
DaKaren: Councilor Knighthawke?
Tanda: With the passage of that Amendment
Tanda: I'd like to propose
Tanda: we form a committee
Tanda: of Governors, Citizens and other officials
Tanda: to attempt to address the draft of the process to gain good standing
Tanda: and rescind EOS status
Tanda: and provide a consensus
Tanda: of how we deal with
Tanda: what comes with a change of times or leadership
DaKaren: *nods* Such ideas were part of the original idea, but never went very far.
Tanda: *looks at the Viaxus*
Tanda: This is my olive branch
Xull'Rae Viaxus: *Looks at Tanda*
C'rinzik Viaxus: *nods*
Tanda: I want an open dialogue
Xull'Rae Viaxus: We already do many of the things outlined in your amendment.
Tanda: Any others who have a thought?
Tanda: That whole second section
Tanda: was NOT part of the amendment
DaKaren: *nods*
Tanda: but a suggestion for a path to redemption
Xull'Rae Viaxus: We work hard to be productive members of Britannia and hope to mend the mistakes made by our... predecessor.
Tanda: I will volunteer to serve on the committee
Farrah: Sounds like we're all heading in the right direction
Xull'Rae Viaxus: *nods*
Rhyldrin Viaxus: as our Yathtallar has said, you will find many willing bodies among our ranks
Xull'Rae Viaxus: Xas.
Guntur Kivlov: perhaps we table this for now...
Tanda: *nods*
Nevahs Blazefire: *nods in Guntur's direciton*
Tanda: We can handle it out of this hall also
Nevahs Blazefire: Sanctum Viatas
DaKaren: Do any of the citizenry have anything to bring before the High Council this eve?
C'rinzik Viaxus: *shakes head*
DaKaren: Nay? Very well.
DaKaren: I hereby adjourn the 522nd session of the High Council of Britannia.
DaKaren: Go with the Virtues.
