Publish 98 Hotfix

Beginning with European shards this evening, 8/16/2017, and continuing with all shards tomorrow, 8/17/2017, we are in the process of deploying a server crash fix to all shards during regular maintenance times. Once the fix has been deployed to all shards, Part I of the Shattered Obelisk will be re-enabled.
