Fixes for Publish 80

It is now safe to enter house customization mode. The following fixes have been applied to Publish 80:
• Locked down house addons will not be deleted when entering house customization
• Players can again place Reindeer deeds
• House signs should no longer disappear (If you have a house without a house sign please page a GM to get this corrected.)
• Issues with Pet Buffs were fixed
