Massive Update to the Great Lakes Section

Go take a look at the Great Lakes section.
You will find that the majority of the governmental pages are complete, and that all of the governing documents are there - so no excuses not knowing things!
I'm not completely happy with the buttons, as they are a tad oversized. However the site is designed with a 21st century resolution in mind.
If someone with PHP knowledge come out of the woodwork, I would be happy to have them revamp the pages to run like I really want them too without frames...
