King Blackthorn: Welcome governors and citizens to this month's Council meeting.
King Blackthorn: *nods hello to everyone*
King Blackthorn: We have a lengthy agenda for this meeting, so let's get started.
King Blackthorn: If a governor will not be able to attend a meeting of the Council,
King Blackthorn: Contact my secretaries (Elizabella@uoem.net and Malachi@uoem.net.)
King Blackthorn: If you would like to make a request for assistance with an event,
King Blackthorn: it should be sent to Lord Raine (UORaine@gmail.com).
King Blackthorn: He has a cottage with a mailbox in northwest Britain, near the North Side Inn.
King Blackthorn: I see that the governor of Skara Brae is unable to be here tonight.
Willa of the Yew-Wood: *eyeballs the drow nervously*
King Blackthorn: Would anyone like to speak for Skara Brae this evening?
King Blackthorn: Now I invite each governor to give a State of the Town status report,
Kittie: *looks over and winks to Skattles*
King Blackthorn: With each governor yielding the floor to the next in line. the floor to the next in line.
Skattles II: bark!
King Blackthorn: We will start from Moonglow this meeting. Governor Kittie, you have the floor.
Kittie: Thank you, your Highness. Moonglow is doing swimmingly. The Verity Isle Holiday Ball went off without a hitch and the people were joyous to have it come back! Much fun was to be had and we had some beautiful arrangements
Skattles II: mrwf?
Kittie: done by the people. It most certainly was a pleasant evening. Moonglow is needing some assistance though, from it's new, resident dragon, Malik. I have told him we'd be happy to help very soon.

Qualark Ventes: Thank you, Governor.
Qualark Ventes: Vesper recently held a city meeting to discuss trade deals, citizen's needs, and our financial
Qualark Ventes: situation. Attendance was light, but a few dedicated citizens showed up to voice their concern.
Qualark Ventes: Our coffers are slowly recovering, and I am working on addressing some of the concerns brought up
Qualark Ventes: That is all for now. I shall yield to Governor Willa.

Kittie: *puts her hand down to her side for Skattles, secretly of course*

Willa of the Yew-Wood: Things are running smoothly.
Kittie: *snickers*
Nevahs Blazefire: *shakes her head. Focuses on listening to the meeting*

Kittie: *continues to pet Skattles softly*
Willa of the Yew-Wood: We look forward to a wonderful growing season for the grapes.
Skattles II: *wags tail and chews on her cloak*
Kittie: *blinks* *whispers* nono, not the cloak!
Willa of the Yew-Wood: Things are returning to normal.
Skattles II: *tilts head and looks at the cloak, then Kittie, mouth open*
Kittie: *shakes her head in response as to say "no!"*
Willa of the Yew-Wood: Thank you your Grace... I then pass the baton so to speak to Governor Diem.
Carpe Diem: Thank you Gov willa
Skattles II: *snorts and whines at the cloak*
Carpe Diem: Jhelom is doing good
Carpe Diem: i will be holding an event very soon
Kittie: *stares into his.. and whispers* Hrmph.. might as well, it's already covered in doggy slobber..
Carpe Diem: my sister Gov kitty is going to help with event, and Jhelom will help with anything for moonglow
Kittie: *smiles warmly and nods* Indeed.

Frank Underwood: as a citizen of Jhelom may i ask what event you have planned and a time table?
Skattles II: mrwf?
Goldie: All is well with Magincia
King Blackthorn: This is not the time in the agenda for that.
King Blackthorn: Governor Goldie has the floor.
Goldie: We have been encountering some scheduling conflicts.
Goldie: I am thinking of scheduling a bloody Sunday for our Felucca Net Toss
Goldie: That is all I have to report on this month

Tanda: Thank you Governor, Your Grace, Minoc
Tanda: trade is coming back we've had a few slow weeks due to a dysentery outbreak
Tanda: many have been too ill to do much
Tanda: but the health of the town seems to be recovering and we're looking for an underlying
Tanda: cause
Tanda: Looking forward to a healthier spring

Dot Warner: Thank you, Governor Knighthawke. Thank you, Your Majesty.
Dot Warner: Last month's Fifth Annual Trans-Britannia Derby was a successful evening.
Dot Warner: Stilgar won First Place and a *shudders* rainbow unicorn.
Dot Warner: Bandit took Second Place, with Crazy Canuck coming in Third Place.
Dot Warner: I'd like to thank Governor Farrah again for a generous donation to increase the second and third place purses. *smiles*
Dot Warner: Unfortunately, an unknown group of brigands used the distraction of the derby to rob the First Bank of Britain.
Nevahs Blazefire: *blinks*
Dot Warner: They absconded with the recently restored Gold Tome of the Virtues.
Jy'rinia O'fae: *elbows Nebahs*
Dot Warner: The Britain City Guard have uncovered a few promising leads, which shall be investigated thoroughly in the nearish future.
Nevahs Blazefire: *leans forward slightly and looks at Skattles. Nods at Jy'rinia.*
Dot Warner: That is all I have for this session. Thank you, Your Majesty.
Dot Warner: I yield to Governor Jennifer-Marie.
Jennifer-Marie: *clears her throat tersely* Thank you, Governor Warner.
Jy'rinia O'fae: *scratches Skattles behind the ears*
Jennifer-Marie: The Second Annual Governor's Easter Egg Scavenger Hunt will be held in Skara Brae
Skattles II: *looks quite pleased*
Jennifer-Marie: on Saturday, March 24 at 7:00 pm EST/6:00 pm CST with the Vorpal Bunny Bash to follow immediately after.
Skattles II: *ears perk*
Jennifer-Marie: Also, there are grumblings amongst the Paladins training in Trinsic about how long it is taking for this year's Artisan Festival leftovers to be removed from the cities ... it is making training difficult, they say.
Jennifer-Marie: That is all from Trinsic for this month.
Qualark Ventes: *mumbles something in agreement*
Dot Warner: *mumbles about fire hazards*
King Blackthorn: Thank you to all the governors for keeping me informed about your towns and cities.
King Blackthorn: This is the time where we discuss national security.
King Blackthorn: Issues involving our Royal Surveyor rise to that level.
King Blackthorn: Lady Louisa Clark, please step forward.
King Blackthorn: Please explain the matter as you see it, Lady Louisa.
Lady Louisa Clark: Yes, Your majesty.
Lady Louisa Clark: Years ago, I lied under oath in a matter that settled a land dispute.
Lady Louisa Clark: My lie benefited one party in the dispute, because I believed the other was acting unfairly.
Skattles II: mrwf?
Skattles II: *tilts head at bone*
Lady Louisa Clark: As the farmer in question had no next of kin,
Lady Louisa Clark: I believed I would be able to fix the matter in time.
Lady Louisa Clark: However, before then, Lord Kendal lost his lands and properties.
Skattles II: *chews on it absently*
Lady Louisa Clark: And there seemed no reason to undo what my lie had done when the farmer died.
Jy'rinia O'fae: *pets Skattles*
Lady Louisa Clark: The land ended up in the same place - property of the Crown.
Jy'rinia O'fae: good daggie!
Lady Louisa Clark: However, the lie in question left me open to blackmail by my assistant, Iris Norton.
Lady Louisa Clark: She tried to use this leverage to gain title to a Traveler burial crypt.
Lady Louisa Clark: While I did not give her this land grant, I did not immediately confess.
Lady Louisa Clark: My hesitation allowed her to commit several other crimes, including murder.
King Blackthorn: Is there anyone present who wishes to express other evidence or testimony?
Kittie: I would like to say something, your Majesty
King Blackthorn: You have the floor, Governor Kittie.
Kittie: Lady Louisa had the utmost greatest intentions of the heart.. she believed what she was doing was right, aiding the common man.
Jennifer-Marie: *blinks*
Kittie: While it may not have been the absolute best way to handle the matter, it was handled none the less. Her intentions were true and her heart pure. The circumstances that arose
Kittie: were not directly her fault. As she had no control over the person who committed such heinous crimes.
Kittie: They knew right from wrong, they chose that path. I believe that Lady Louisa deserves mercy from the court, your Majesty. That is all..
MoonWillow: *nods*
King Blackthorn: *nods* Thank you for your counsel, Governor Kittie.
King Blackthorn: Does anyone else wish to speak on the matter?
Kittie: *nods*
Skattles II: *jerks head violently*
Skattles II: *paws at the skull, his head stuck in it*
Jennifer-Marie: Your majesty ...
John: *raises hand*
King Blackthorn: Governor Jennifer-Marie first, then Sir John, please.
Skattles II: *bangs head against table helplessly*
John: *nods*
Jennifer-Marie: *takes a deep breath to steady herself* As Governor of Trinsic, city of Honor, I feel it is my duty to speak some sense ...
Jennifer-Marie: Lady Louisa, yes, is not responsible for the actions and choices of other people.
Jy'rinia O'fae: *laughs heartily at the dog*

Jennifer-Marie: However, Lady Louisa DID commit a crime by lying under oath to the crown. For that, a punishment is warranted. And for that alone.
Willa of the Yew-Wood: *pats her leg and looks at Skattles*

MoonWillow: *wishes all would stay still*
Jennifer-Marie: The crimes of another person rest on their shoulders alone. Lady Louisa cannot, and should not, be forced to carry that burden.
Jennifer-Marie: I have spoken my piece.
King Blackthorn: Thank you, Governor Jennifer-Marie.
King Blackthorn: Your thoughts, Sir John?
Kalan'Iim Viaxus: *smiles while still appearing out of breath*
Jy'rinia O'fae: Oi mate! glad you could join us
Jy'rinia O'fae: *Laughs and throws her head back*
John: I have no facts offer your Grace, but may I make suggestions for factors for you to consider in making your judgement?
King Blackthorn: *nods*
John: I would urge you to ask the Madame Clark, firstly, if she lied about any matter of actual fact. A boundary line and so forth.
John: Secondly, if the answer to that question is no, then to ask her if the determination she testified to was supportable under the facts.
King Blackthorn: Please answer Sir John's two questions.
Lady Louisa Clark: *nods*
King Blackthorn: Take your time to consider your answers.
John: *begins to speak then trails off to await an answer*
Lady Louisa Clark: In the dispute in question, I confess that I misstated certain natural boundaries.
Lady Louisa Clark: While obvious to anyone who had visited the land, Lord Kendal based his claim on historical papers.
John: *sighs and nods* My next utterance, then, is to the best of my judgement not relevant to your consideration, your Grace. Thank you for the opportunity.
Lady Louisa Clark: I used this ignorance to change one cardinal direction.
John: *bows*
Lady Louisa Clark: It was a lie.
Lady Louisa Clark: I am sorry.
King Blackthorn: Thank you, Sir John.
King Blackthorn: Does anyone else wish to speak on the matter?
Dot Warner: Aye, if I may?
King Blackthorn: Please go ahead, Governor Warner.
Dot Warner: I would just like to remind everyone that "Lord" Ecgweard Byrthfert Kendal was a traitor to Britannia...and part of the most corrupt governing body this kingdom has ever known.
Dot Warner: While Lady Clark may have technically erred, she meant it as a compassionate act.
Dot Warner: That is all.
Jennifer-Marie: *Raises her hand*
King Blackthorn: *nods*
Kittie: *smiles to Destinie and returns facing forward*
King Blackthorn: Thank you for that important information, Governor Warner.
Destinie Moon: *smiles*
Jennifer-Marie: You cannot commit a crime to punish a bad person. No matter how bad the person is. That is what the law is for.
King Blackthorn: That too is true, Governor Jennifer-Marie
Jennifer-Marie: If you break the law to punish someone who, you claim, breaks the law ... then what are you?
Kittie: *raises her hand*
King Blackthorn: Go ahead, Governor Kittie.
Kittie: Thank you, your Majesty.
Kittie: But some laws your Majesty are old and as such should be revised and thought about. Circumstances DO change things. I agree with Governor Warner, there were other circumstances that were influential to this decision. It would be a lie to
Kittie: say that we would all simply give it to the "bad person" in this instance. Because most, if not all of us, would give it to the man who DESERVES it.. who would honor the land and live off it.
Jennifer-Marie: *raises her hand again patiently*
Kittie: I believe your Majesty,
King Blackthorn: A good counter-point Governor Kittie. I believe Governor Jennifer-Marie would like to respond.
Kittie: That in this, circumstances were different and should be looked at accordingly. To punish someone for doing the right thing would be wrong.
Jennifer-Marie: Your majesty, there is a process to updating the laws and yes - laws must remain fluid and update with the times and grow as your citizens grow.
Jennifer-Marie: But we must wait for the laws the change.
Jennifer-Marie: We cannot move ahead of the law
Jennifer-Marie: Only the King can do that
Destinie Moon: *raises my hand*
King Blackthorn: Let's hear from Destinie Moon now.
Destinie Moon: I would suggest she did one break the current law as written a shame as it may be
Destinie Moon: for doing the right thing yes
Destinie Moon: so there for why not sentence her for a punishment that is also equal and do community service
Destinie Moon: that is fitting for the crime at hand
Destinie Moon: and then look to re write the law for the future?

Tanda: Just that there is a spirit to the law and not just the letters there of, that is why there are

King Blackthorn: The law was still broken in a way that betrayed the public trust.
King Blackthorn: It is also likely that Iris Norton could have been stopped sooner,
King Blackthorn: Had Lady Louisa confessed and explained the situation sooner.
Destinie Moon: *reaches over and pats Skattles*
King Blackthorn: Still, one bad act does not wipe away a lifetime of service.
King Blackthorn: Justice is not merely punishment.

King Blackthorn: Governor Diem, it is good to hear that my city of Valor prospers.
King Blackthorn: It is always nice to see two of my cities work together.
Kittie: *smiles and nods*
King Blackthorn: Governor Goldie, I am glad that all is well in my city of shepherds.
Goldie: *smiles*
King Blackthorn: Net tosses are exciting.
King Blackthorn: Governor Knighthawke, my thanks to the brave healers who nursed the sick through dysentry.

King Blackthorn: I too hope for a healthier spring for Minoc.
King Blackthorn: Governor Warner, I hope the priceless Gold Tome of the Virtues can be recovered.
King Blackthorn: It sounds like investigations are well under way.
King Blackthorn: Congratulations to Stilgar on the victory, and to Bandit and Crazy Canuck for a race well run.

King Blackthorn: Yes, the Festival of the Grape is certainly something to look forward to.

King Blackthorn: I would like to clarify what qualifies someone to be a governor, and what is expected of governors.
Frank Underwood: *listens*
King Blackthorn: Being elected governor qualifies you to be a governor.
King Blackthorn: Governors are expected to do their best to attend the Royal Council meeting,
King Blackthorn: which meets once a month.
King Blackthorn: Other than that, each governor may lead in the way he or she sees fit.
King Blackthorn: Your citizens have the ultimate power, that of the ballot box.
Frank Underwood: *chuckles*
King Blackthorn: Governors may present any new issues now.
Destinie Moon: *continues to pet Skattles and listens*
King Blackthorn: Now citizens may present any new issues.
Destinie Moon: *raises Hand*
King Blackthorn: Go ahead, Destinee Moon
Destinie Moon: When my Govnerness is missing I would be happy to serve to represent Skara
King Blackthorn: That would be very nice. I usually ask at the beginning of the meeting.
Destinie Moon: take notes for her and pass them to her in the future

King Blackthorn: I'm told that some of you can't hear her.

King Blackthorn: Destinie Moon has volunteered to stand-in for the Governor of Skara Brae,
King Blackthorn: if Governor Farrah is unable to attend future meetings.
King Blackthorn: I usually ask for volunteers at the start of the meeting.
King Blackthorn: However, it occurs to me that if someone isn't here for that
King Blackthorn: and they see an empty chair
King Blackthorn: They could stand behind it and volunteer.
King Blackthorn: Let's try it that way for now. If it doesn't work out, we can change it.
Kittie: *nods*

King Blackthorn: If there are two volunteers, we'll go with the one who asked first.
King Blackthorn: Unless the governor has sent me a message in advance to suggest someone.

King Blackthorn: There, that seems like a reasonable set of procedures going forward.
Willa of the Yew-Wood: *nods in agreement*
King Blackthorn: Are there any other new issues to be addressed this evening?
Kittie: *smiles and nods*
King Blackthorn: If there are no further issues, we shall adjourn.
King Blackthorn: Thank you to all the governors for a very productive Council meeting.
Qualark Ventes: *looks curiously at the crowd*

King Blackthorn: My thanks as well to all the citizens who had the civic spirit to attend.
