King Blackthorn: Welcome governors and citizens to this month's Council meeting.
John: Your grace.

King Blackthorn: We have a lengthy agenda for this meeting, so let's get started.
King Blackthorn: If a governor will not be able to attend a meeting of the Council,
King Blackthorn: Contact my secretaries (Elizabella@uoem.net and Malachi@uoem.net.)
King Blackthorn: If you would like to make a request for your town,
King Blackthorn: a place has been setup for you to post it on a public message board,
King Blackthorn: magically visible to all citizens.
King Blackthorn: (It's a thread on the Great Lakes EM Stratics board)

King Blackthorn: Post at least three days before a Council meeting.
King Blackthorn: Then be prepared to discuss your request and answer questions about it at the Council meeting.
King Blackthorn: Our answer shall be posted on the public message board as well, rather than sent by pigeon.

King Blackthorn: A primer on the procedures of this council has been written.

King Blackthorn: It has recently been updated.
King Blackthorn: I see that several governors are unable to be here tonight.
King Blackthorn: Would anyone like to speak for one of those towns this evening?
King Blackthorn: Very well, moving along.
King Blackthorn: Now I invite each governor to give a State of the Town status report,
King Blackthorn: With each governor yielding the floor to the next in line.
King Blackthorn: We will start from Britain this meeting. Governor Warner, you have the floor.
Dot Warner: Thank you Your Majesty.
Dot Warner: Britain fares well and the Trade Minister reports that over 44 orders have already been delivered today.
Dot Warner: Not that Britain is in want of funds since the donation from Heart's Inc. after DJ's foolish wager a few weeks ago. *smirks*
Dot Warner: Cove is still trying to get a handle on the illness, but they have nothing new to report at this time.
Dot Warner: The Colonial Challenge, held last weekend, went well. Only a small hiccup at the end.
Dot Warner: Congratulations to the first place winner, Halen of UOD$; the second place winner, NightStriker of ENVY; and the third place winner, Holy Moses of UOD$.
Dot Warner: Based on the three qualifying tournaments, the roster for the King's Cup is now set. Eight people will fight in single elimination combat on November 14th.
Dot Warner: Please see the Tribune for all relevant information on the Tournament.
Dot Warner: I yield the floor to Governor Aegnor.
Silrien Aegnor: Thank you, Governor Warner.
Silrien Aegnor: Moonglow has been quiet this month. We did not hold our monthly Town hall meeting, we encouraged participation
Silrien Aegnor: in the Colonial Challenge instead. The Townhall meetings will return next month, a week before the King's Governor council meeting and I will
Silrien Aegnor: Post the date as soon as I know when the next Council meeting with His Majesty is.
Silrien Aegnor: That is all. All yours, Governor Jamieson.
Thom Jameison: Thank you Good evening your Majesty and my fellow Governors
Thom Jameison: The City of Jhelom is showing signs of progress on all fronts.
Thom Jameison: We have had success with placing additional bounties and pirates and
Thom Jameison: have had citizens from many cities participating.
Thom Jameison: While the seas around are island are still dangerous I have hope
Thom Jameison: for continues improvement.
Thom Jameison: I will be making a Governor request prior to the next meeting that should help
Thom Jameison: in that regard.
Thom Jameison: I am also happy to report that the new Governor of Skara Brae has made overtures to
Thom Jameison: help us with pirates and possibly reduce the friction between our two cities.
Thom Jameison: I am optimistic but cautious about these overtures for peace.
Thom Jameison: That is all I have to share at this time.
Thom Jameison: I yield to Governor Knighthawke.

Tanda: Your Majesty
Tanda: Minoc saw an attack by a mix of spirits, the death of a miner
Tanda: seems to be an increase of activity from those we had long assumed to be dead
Tanda: Fortunately that immediate risk was put down, and life moves on
Tanda: I have been told that Dave Burnside and the Minoc miners
Tanda: have finished in the mine, upon visits to Bordermarch
Tanda: it seems they've made good work
Tanda: of the ore
Tanda: we are planning to host a celebration to welcome them back home
Tanda: to Minoc
Tanda: The only other items on my list of things to finish
Tanda: is to discuss the Nujel'm treaty
Tanda: enough to decide if we work on a rewrite

King Blackthorn: Thank you to all the governors for keeping me informed about your towns and cities.
King Blackthorn: Our Minister of Security, Magnus Grey, has sent a message.
King Blackthorn: *reads from the scroll*
King Blackthorn: There have been several dangerous artifacts in circulation in the last month and a half.
King Blackthorn: Minax's lost necklace, Mondain's Embrace, was found by the son of Ramuz.
King Blackthorn: During his brief and chaotic spree, he also briefly stole the Skull of Mondain.
King Blackthorn: Fortunately, both artifacts were secured before they could fall into more dangerous hands.
King Blackthorn: Now, we are dealing with a problem concerning an Ilshenarian artifact, the Moonshade Crown.
Tanda: *nods*
King Blackthorn: The Crown was made by a lich and contained a powerful moonstone.
King Blackthorn: A mage from Skara Brae, Horance, has fled with the moonstone.
King Blackthorn: He seems to be controlling or working with several undead.
King Blackthorn: Because of the dangers to Skara Brae, the Ranger Shamino is consulting on this matter.
King Blackthorn: We have not been able to get any additional information on Anon.
King Blackthorn: It is believed that Anon has defected to Minax’s side, and his faction has dissolved.
King Blackthorn: We will provide any additional information on this threat as we have it.
Dot Warner: *arches a brow*
King Blackthorn: *rolls up scroll*
King Blackthorn: My thanks to Minister Grey.
King Blackthorn: Now I shall respond to the State of the Towns and the National Security briefing.
King Blackthorn: Governor Jameison, I am glad to hear that Jhelom is battling the pirate scourge.
King Blackthorn: It is good that citizens from many towns are participating.
King Blackthorn: Their hard work shall save many lives.
King Blackthorn: It also pleases me to know that relations between Jhelom and Skara Brae
King Blackthorn: show signs of improvement.
King Blackthorn: Towns so close to each other and with common interests should be as siblings. *smiles*
King Blackthorn: *looks solemn*
King Blackthorn: Governor Knighthawke, my condolences on the death of one of your citizens.
Tanda: Thank you
King Blackthorn: I have heard of the hard work of your citizens in supporting Bordermarch.
Tanda: *smiles*

King Blackthorn: Governor Warner, I am pleased that commerce flourishes in my capital city.
King Blackthorn: I wish the citizens of Cove well and thank Britain for assisting them.

King Blackthorn: Next month's Council meeting is tentatively scheduled for October 22nd.
Silrien Aegnor: Thank you!
King Blackthorn: Though... *looks around* perhaps Wednesdays are not the best day for us to meet.
King Blackthorn: Hmm

King Blackthorn: We shall try the 22nd next month and see if more governors are able to attend.
King Blackthorn: If not, perhaps a different evening.
King Blackthorn: Now we turn to requests from governors.
King Blackthorn: Governors may make a reasonable number of requests per term.
King Blackthorn: I urge governors to consider their requests carefully.
King Blackthorn: It will take two to three weeks after a governor's request is _approved_ for it to be fulfilled.
King Blackthorn: That reflects the standard two weeks it takes for even my kingly requests to be fulfilled,
King Blackthorn: plus a one week buffer in case anything goes wrong.
King Blackthorn: If your event depends on your request being granted and fulfilled,
King Blackthorn: it would be wisest not to schedule that event before you have _approval_ for your request.
King Blackthorn: *consults a scroll in front of him*
King Blackthorn: Also, governor may request an old-style bulletin board for their town.
King Blackthorn: The bulletin boards are usually put up fairly quickly.
King Blackthorn: There have not been any requests this month.
King Blackthorn: Now we shall open the floor to new issues.
King Blackthorn: Governors may present any new issues first.
Tanda: *raises hand*
King Blackthorn: Please go ahead, Governor Knighthawke.
Tanda: It's not exactly new, we did get a response from the Princess of Nujel'm
Tanda: Zaida
Tanda: offering to remove indentured servitude or agree to it
Tanda: IF we agree to forgive all debts
Tanda: of anyone seeking to emigrate to Nujel'm
Tanda: and there was also some reference to they're wishing
Tanda: to keep certain islands in the seas
Tanda: open to their hmm occupation
Tanda: I guess would be the best word
Tanda: I have been pondering her words
Tanda: for some time
Tanda: am interested in your feelings, I am not sure they really have much to offer us
Tanda: I just don't like loose ends

King Blackthorn: Hmm, so there is some movement from Nujel'm on the Treaty.
King Blackthorn: That's an improvement from their initial attitude.
Tanda: *nods*
King Blackthorn: I'm not sure I like this new clause they propose though.
King Blackthorn: What's to keep all debtors from moving to Nujel'm?
Tanda: lousy climate
King Blackthorn: *laughs*
Tanda: I don't know, the economic ripples could be large
King Blackthorn: *nods*
King Blackthorn: Still, we want to keep them at the bargaining table...
King Blackthorn: Perhaps you could consider counterproposals.
Tanda: *nods*
