King Blackthorn: Welcome governors and citizens to this month's Council meeting.

Tanda: Greetings Your Majesty
King Blackthorn: We have a lengthy agenda for this meeting, so let's get started.
King Blackthorn: If a governor will not be able to attend a meeting of the Council,
King Blackthorn: I ask that he or she send me a pigeon at [elizabella@uoem.net] or [malachi@uoem.net].
King Blackthorn: If you would like to make a request for your town,
King Blackthorn: Send a petition by pigeon to both [elizabella@uoem.net] and [malachi@uoem.net]
King Blackthorn: at least three days before a Council meeting.
King Blackthorn: Then be prepared to discuss your request and answer questions about it at the Council meeting.

King Blackthorn: A primer on the procedures of this council has been written.

King Blackthorn: There has been an update to the primer.
King Blackthorn: In consideration of the doubling of gubernatorial terms,
King Blackthorn: Section #5 has been changed to allow two large-scale requests per term.
King Blackthorn: I would also like to take this opportunity to remind governors of Section #3 of the Primer.
King Blackthorn: Governors serve at the pleasure of the king.
King Blackthorn: If a governor fails to fulfill his or her duties, which include attending meetings,
King Blackthorn: I can and will replace that governor.

King Blackthorn: Now I invite each governor to give a State of the Town status report,
King Blackthorn: With each governor yielding the floor to the next in line.
King Blackthorn: We will start from Jhelom this meeting. Governor Jameison, you have the floor.
Thom Jameison: Thank you your Majesty
Thom Jameison: The City of Moonglow is holding up well despite trouble with pirates
Silrien Aegnor: *Looks down the table at Jhelom*
Thom Jameison: Our navy is working diligently to make the seas around our islands safe.
Thom Jameison: We are forced to take a temporary measure
Thom Jameison: The city of Jhelom is declaring a temporary defense zone in the Valorian Sea.
Miss Kitty: *wants to type over other people talking too*
Thom Jameison: Due to incursions into Jhelom territorial waters by the Skara Brae Fishing Fleet
Thom Jameison: and other pirates a temporary ban on foreign
Thom Jameison: warships is being declared
Thom Jameison: The zone from 137 6 S 1 49w west to 178 51 S 40 21 W
Thom Jameison: Any peaceful merchant ship is allowed free passage
Thom Jameison: and will be under the protection of the Fleet of Jhelom.
Thom Jameison: . The presence of foreign warships in these territorial waters will be considered a hostile act
Thom Jameison: will result in immediate retaliation
Thom Jameison: Any ships seized will be sold for prize money
Captain Riley: *looks over raising an eyebrow*
Thom Jameison: and crews will be treated fairly as prisoners of war.
Thom Jameison: Any warship found stopping merchant shipping in this defense zone will be declared a pirate
Thom Jameison: and the lives and property of the crew will be forfeit to the city of Jhelom.
Thom Jameison: That is all I have for the council at this time.

Miss Kitty: dragging monsters up to the top to kill you while you wait for the call
Miss Kitty: or blatantly attacking your creature to kill it

Dot Warner: Britain fares well and the citizens appear content.
Dot Warner: The Town Social last week went better than I could have expected. Several returning citizens joined us to learn the time they had missed.
Dot Warner: In the future, I hope to hold such socials semi-regularly.
Dot Warner: At 3pm (CDT) on June 28th, the 'Rumble in the Jungle' tournament shall be held in the Lost Lands arena.
Dot Warner: The first place prize is 20 million gold, second is 10 million, third is 5 million.
Dot Warner: This is will the second qualifying tournament for the King's Cup later this year; a winner takes all battle for a 75 million purse.

Silrien Aegnor: I hosted a Town meeting in Moonglow this evening. It was well attended --
Silrien Aegnor: We currently have a trade agreement with the Merchant's Association and are holding
Silrien Aegnor: A vote to see if the Citizens would like to keep it.
Silrien Aegnor: I have been informed of a Treaty between the Former Governor of Moonglow and the City of Jhelo
Silrien Aegnor: Jhelom and will be investigating this.
Silrien Aegnor: I plan on holding more Town meetings during my term. Hopefully
Silrien Aegnor: More Moonglowians will attend in the future.
Silrien Aegnor: We also are very appreciative of the gracious donation from Hearts Desire of heart's Inc
Silrien Aegnor: To all the town stones, including nine million to Moonglow's.
Silrien Aegnor: That is all I have.

King Blackthorn: Thank you to all the governors for keeping me informed about your towns and cities.
King Blackthorn: Our Minister of Security, Magnus Grey, shall now speak.

Magnus Grey: *wipes his hands on a cloth and frowns*
Magnus Grey: Your majesty. Governors.
Magnus Grey: Britannian Security Forces have identified the White Rose Killer and some of his group.
Magnus Grey: While he has several aliases, he was originally named Flain.
Magnus Grey: He was a Chaos Knight who was removed after he killed several rangers in Skara Brae.
Magnus Grey: We don't know what his activities in the years since then have been.
Magnus Grey: However, it is likely when he recruited the other members of his group.
Magnus Grey: While no name has been learned yet, the group is identified by a white rose or a black badge.
Magnus Grey: The group has moved beyond the subtle White Rose murders.
Magnus Grey: Their recent activities have been very open and aggressive.
Magnus Grey: There has been an assassination attempt, disruptive sabotage, kidnapping, and so on.
Magnus Grey: We consider the group very dangerous.
Magnus Grey: While we have dealt with several, some of the more dangerous members are at large.
Magnus Grey: Elistaria, a mage, has somehow taken control of the remains of Balinors demon army.
Magnus Grey: Tactus, a tinker, has shown the ability to build golems that can control the golems of others.
Magnus Grey: We don't know the dangers posed by the group's other members.
Magnus Grey: We are pursuing the group aggressively and hope for more luck soon.
Magnus Grey: In other news, the sea fortress of Bordermarch has been rebuilt.
Magnus Grey: This fortress and garrison will provide protection for the waters of southwest Britannia.
Magnus Grey: There is certainly a need to reduce piracy and conflict in that region.
Magnus Grey: The fortress is under the control of Sir Sentri and the Royal Guard.
Magnus Grey: Sentri plans to begin issuing Letters of Marque for those waters soon.
Magnus Grey: These Letters will be recognized by the Royal Guard and the Crown.
Magnus Grey: As for the other matter, it will be looked into.
Magnus Grey: The law can be a very sharp kryss.
Magnus Grey: Any questions?

Magnus Grey: Sir Sentri is a good man with ties to Minoc and Serpent's Hold.
Magnus Grey: I trust his judgment on the matter.

Captain Riley: so he does have an interest in what’s going on there
Captain Riley: it is an land locked city
Magnus Grey: I believe Sentri can put aside such things to keep the King's Peace.
Captain Riley: and only accessible by boat or threw the pillars
Magnus Grey: If such a conflict even comes up.

Magnus Grey: The Island of Serpent's Hold is close to Jhelom, but shares more culturally with Trinsic.
Dot Warner: How does the... er.. *looks briefly at Governor Riley* the remains... change things?
Magnus Grey: There will be an investigation to learn if the man did indeed come from Bordermarch.
Magnus Grey: And the circumstances of his death.
Magnus Grey: And what laws may have been broken by accident or by choice.
Captain Riley: that was what i was told
Captain Riley: and considering what he was looking at and into

Dot Warner: Why was he slain in the first place, Governor?
Captain Riley: his punishment was fitting
Magnus Grey: The Royal Guard has considerable jurisdiction.
Dot Warner: Punishment for what?
Magnus Grey: I will pass the matter onto my people. They are skilled investigators.
Magnus Grey: I cannot comment more at this time.

Captain Riley: well Skara is the bread basket of the world

King Blackthorn: Skara and Yew both provide much of the food that the kingdom relies upon.
Dot Warner: I still fail to see the connection between that bit of trivia and why the guard was slain.
Captain Riley: and it would be disastrous if something happened
King Blackthorn: I don't see the connection either.
Miss Kitty: evidently he was dirty

Silrien Aegnor: I'll be happy to take bets on how long the new governor of Skara Brae lasts.
Dot Warner: Governor Riley has yet to say what the man's crime was... nor why he was slain.
