Neptune: for Jhelom to not offer a safe harbor for pirates
Neptune: to quit funding them and sending raiding parties

Thom Jameison: In exchange for the removal of your blockade Governor Neptune
Thom Jameison: I suggest that our defense fleet be responsible for patrolling our territorial waters
Neptune: that would be fine if I had blockaded Jhelom
Tanda: Is there some distance off shore that would be acceptable?

Neptune: I will not send any ship's without an escort
Tanda: Merchant ships sport no cannons? or what constitutes a war ship?
